WELCOME to Baileywick Elementary School

Dear Parents and Students,

We look forward to another year of excellence at Baileywick. The teachers and staff are dedicated to providing a safe and challenging school environment for your child during the 2007-2008 school year. We hope that this handbook will serve as a quick reference for local school guidelines and events. In addition to our school handbook, please read and review the Wake County School
System Parent/Student Handbook and complete the verification/agreement form. I look forward to working with you this year as part of the Baileywick Elementary family.


Parent-Teacher Association

YOUR Baileywick PTA extends a Bulldog welcome to all our students, families, and teachers.  Remember, one of our PTA's greatest purposes is to bring into closer relation the home and the school, so that families and teachers may cooperate intelligently to ensure the highest physical, mental, and social education for our children!

Our dreams can only happen with all of our involvement! There is a place for everyone to volunteer- day, night and weekend opportunities abound!

Arriving Late / Leaving Early

A student who arrives late or leaves early for any reason during the day is counted absent for the day if his time at school is less than half of the regular school day. Any student who arrives after or leaves before 12:30 p.m. is absent for the day.

Students who arrive after 9:15 AM are considered tardy and should report to the office to obtain a tardy slip. An excuse for the late arrival should be provided to our clerical assistant at that time.
If a child needs to check out at any time during the day, a parent must come to the office to sign out the child and be prepared to show a picture ID. Office personnel will call the classroom and request that the student come to the office for check-out. Parents should not take a late arriving child directly to the classroom nor should they go to the classroom to pick up a child leaving early. We request that all early check-outs occur before 3:30 p.m. each day because students are either returning from special classes or preparing for regular dismissal between 3:30 p.m. and 3:45 p.m. A Locator Card is on file in the office for each student; students will only be released to the people whose names and signatures appear on the Locator Card as authorized by the parents.


School Hours

The instructional day is from 9:15 a.m. to 3:45 p.m. Bus riders will unload at 8:45 a.m. Students who carpool to school should arrive on campus between 8:45 a.m. and 9:10 a.m. Please do not arrive prior to 8:45 a.m. since no one is available for supervision before that time. The Finley YMCA offers an early arrival program for Baileywick students. Parents interested in enrolling should contact the Finley YMCA at 848-9622. Additional after school providers and their transportation information.


Attendance Policy

Success in school is directly related to regular attendance. We ask that parents respect the instructional day and schedule doctor appointments, etc., outside of the instructional day. Excused absences may include a death in the immediate family, religious holiday, sickness, or doctor’s appointment. Participation in a valid educational opportunity, such as travel, with prior approval may be excused. To request such approval, parents should complete the Educational Absence Form (available in the school office) several days in advance of the absence.
Unexcused absences or tardies may include haircut appointments, oversleeping, missed bus, car trouble, trips not approved in advance, etc. We encourage parents to call the school at 518-0090 if a child will be absent from school by 10 a.m. Otherwise, an automated messenger system, operated by Wake County Public Schools, will notify you of your child's unexcused absence. If a student does not bring a note within two days of the absence, the absence becomes an unexcused absence. Students will be responsible for completing any missed work.

Medical Matters

If your child becomes ill at school, we will check for fever and contact you. Wake County School policy requires that a child with a fever of 100.6 or more must go home and then fever free for a full 24 hours before returning to school. If a child has vomited, the parent will automatically be called to pick up that child. It is necessary for us to have accurate directory information so that we may reach you in an emergency. Please keep your child’s teacher and the school office informed of any changes that occur in address, home or work phone numbers, or emergency contact persons.

Medications

When a doctor has prescribed medicine that must be taken at school, office staff will be allowed to administer medications only when we have: 1) a completed Parent Request and Physician Order for Medication Form (1702); 2) the medication is in a currently dated prescription bottle ; and 3) medication is delivered to the school by the parent. If there are any changes in medication, a new Form 1702 is required. For short-term prescription medication (two weeks or less), a parent’s note requesting that the medication be given in specified doses is an acceptable substitute for Form 1702. Short term medications need to be in the prescription bottle. Medications should be brought by the parent to the office. All medications will be kept in a locked and labeled cabinet in the Health room. Over-the-counter medications (coughdrops, aspirin, ibuprofen, creams, etc.) may not be given without a note from the physician. IT IS THE CHILD'S RESPONSIBILITY TO COME TO THE OFFICE FOR THE MEDICATION.

Safety

Guidelines for Release of Students to Separated or Divorced Parents

If there is no court order or separation agreement concerning custody of the child either parent (or legal guardian) has the same rights to see the child or have the child released to him/her at the end of the school day. Parents must notify the principal and provide a copy of the court order specifying custody agreements or restrictions.

FIRE AND TORNADO DRILLS

Fire drills are conducted each month during the school year. Evacuation routes are posted in each classroom. Tornado drills and procedures are practiced during the school year. All schools participate in a statewide tornado drill each year.

School Health Professional Services

Baileywick has a school nurse assigned from the Wake County Health Department. She is on campus once each week. The school nurse provides vision and hearing screening for students referred by teachers. School wide screening is done by parent volunteers.

Visitors and Volunteers are Welcome

Parents are WELCOME to visit the building to eat lunch with their children or to attend special activities in the classroom. ALL visitors, including parents who visit on a regular basis, must sign the visitor logbook and wear a visitor tag. Please return to the office to sign out. At all other times, parents should make an appointment with the teacher before visiting the classroom. Uninterrupted instructional time has been incorporated into the school schedule and is highly valued by the teachers.

There are many opportunities to volunteer at Baileywick, and each teacher will inform parents about classroom volunteer opportunities. Examples include individual tutoring, working on special projects, working with small groups, and helping in the media center.

It is imperative that all visitors and volunteers to our school sign in and out at the office and pick up a visitor or volunteer tag. To ensure a safe and orderly learning environment, we must enforce this rule at all times, with all visitors.

Cafeteria

We encourage all students to participate in our child nutrition program. Breakfast and lunch are available each day. Meal tickets may be purchased by the week or month. Make checks payable to Baileywick Cafeteria, making sure to put your child’s name and teacher’s name on the check or money envelope. The cafeteria will send notes to parents in the Monday folders when the student account has less than five lunches remaining.

Some children may qualify for meals at reduced rates or free of charge. Applications for this program will be sent home or may be picked up in the school office. Once the application is processed, parents will be notified. Prior to that you must provide your child with money or lunch after the first 10 days of school or unless you received this service the previous school year.

Parents, guardians and grandparents are encouraged to eat lunch with their children. This is also a good time to provide goodies or to acknowledge a student’s birthday. Please sign in at the front office and wear a “visitor” tag when you are in the building.
You may meet your child in the cafeteria or wait for his or her class in our lobby.

Bus Transportation

Please discuss the importance of good behavior on the school bus. We have very simple rules to safeguard our students.

  • Keep hands and feet inside the windows and out of the aisle
  • Stay seated
  • Use your inside voices
  • Show respect to the bus driver and others at all times

The bus driver will report any misconduct or rule violations to the assistant principal.
Children may not change their regular means of transportation without written notification from the parent
. Often, parents request that their child ride home with another student. We will approve this request if a given bus is not crowded. Bus drivers will not allow students on the bus without a note approved by the assistant principal. Students should bring notes for approval to the assistant principal at the beginning of the day. Parents should provide transportation for children who miss the bus or are suspended from the bus.

Carpool Procedures

The children’s safety is our primary concern. Our carpool system is designed to offer safe and efficient dismissal of students who are picked up daily in private vehicles. Carpool registration and information may be picked up in the school office. Parents will be assigned a carpool number. The numbers are used to identify parents as they arrive and to call students from the waiting area inside the lobby of the building. We ask all parents who drive to school to participate in the carpool system. Due to traffic backups, we ask that you respect the following guidelines to make carpool safe and efficient for all:

  • When possible, have students ride their designated buses
  • Remain in the carpool line rather than parking and walking students in, unless they are carrying projects/materials they can not carry themselves or if you are volunteering
  • Join with neighbors in rotating car pool duties
  • Students may be dropped off between 8:45-9:10 a.m. in the carpool lane.
  • In the afternoon, arrive between 3:50 and 3:55 p.m. to avoid sitting in traffic backup
  • Drive down along the curb as far as possible when dropping off or picking up students
  • Students should be ready to disembark as soon as parents come to a halt
  • Please drive slowly

All parents are asked to consistently follow the school’s carpool and dismissal procedures. Consistent procedures allow for orderly, efficient and safe entry and dismissal of all students. Parents choosing to disregard these procedures will receive a letter from the school and the Wake County School’s Security Department.


Channels of Communication


Our educational team is committed to maintaining a strong communication network to keep parents informed of student progress, curriculum issues, and school activities. To give parents a closer look at what is happening in our classrooms, a weekly folder will be sent home. Weekly folders will contain work samples, information from the PTA or the principal, and information the teacher may want to share about classroom activities, student academic progress, or comments on student behavior. Please take time each week to review this information with your child. The folders will not be used for correspondence, such as birthday party invitations, from individual parents. In addition to receiving weekly folders, teachers will phone, write notes, and use email to communicate with parents when necessary. Classroom teachers will also schedule parent-teacher conferences twice during the year. Parents may initiate additional conferences where there is a need. Conferences are excellent times to discuss strategies for working together for the benefit of your child.

You may contact any staff member by calling the front office at 518-0090 or by sending a message to school with your child. Teachers are willing to return phone messages; however, return calls usually must wait until the end of the instructional day. We ask that parents do not arrive at school unannounced and expect to conference with teachers and/or visit the classrooms. Our teachers are busy with instruction, planning, supervising children, and other duties during the day.

School Rules

The Baileywick Elementary staff believes that a safe and orderly climate is necessary in order for a child to learn. Our discipline policy revolves around three beliefs: respect yourself, respect others, and respect school property. Classroom behavior expectations are created within the first week of school opening. Classroom teachers and students suggest, define and agree upon the expectations. These rules are displayed in the classroom as a reminder for the students and shared with parents. When a student’s behavior disrupts the learning environment of the school or the safety and welfare of other individuals, it may become an administrative matter involving the assistant principal and/or the principal.

School Dress

Parents and guardians are asked to use good judgement with regard to proper school dress. These guidelines are designed to help provide an atmosphere which is conducive to learning and safety. Your cooperation is greatly appreciated.
  • All pants must be worn around the waist. Sagging pants and exposed undergarments are not acceptable.
  • T-shirts and other articles of clothing must not contain messages or illustrations that are lewd, indecent, or vulgar or that advertise any product or service not permitted by law to minors.
  • Head coverings of any kind may not be worn in the building at any time.
  • Short shorts, bare midriff shirts, strapless shirts, and other distracting clothing are not acceptable.

Procedures

Lost and Found

Students who lose personal items are urged to check the lost and found located in the office work room. Periodically we display all items from lost and found in the hope that the owners will claim their belongings. Twice a year (December and June) we donate unclaimed items to non-profit organizations. Students should not bring unnecessary items to school. This includes toys, balls, unneeded money, pokemon cards, electronic devices (walkmans, game boys, etc.) and items of value. These items can be disruptive to the learning environment, and school will not be responsible for their security.

Telephone Use

Telephone service for students is limited. Students will not be permitted to use the telephone to request delivery of forgotten homework assignments, or clothing articles, field trip permission forms, or to ask permission to go home with a friend. If there is a compelling need to use the telephone, the student must have permission from the classroom teacher.

Party Policy

The WCPSS Board of Education policy does not permit parties during the school day. Please do not ask teachers to violate this policy for birthdays, and other such occasions. Parents are encouraged to acknowledge students’ birthdays or other special occasions during the class’s lunch period.

Care of School Property

Students will be held accountable for any damage or vandalism to school property. Students who witness vandalism should report it to their teacher or the office. All student texts are the property of the state of North Carolina. Students should take special care of books, as future students will use them. Lost books must be paid for at full replacement value. Fees are charged according to the extent of any damage.
